Does India impose any sanctions
India as a country does not have an autonomous sanctions regime. Hence, per se by itself it does not impose any sanctions. However, as India is a member of the United Nations, it needs to comply with the sanctions which are imposed by the United Nations.
Does India maintain a list of sanctioned individuals and entities
The sanctions which are imposed by the United Nations are implemented by the Indian Government through notifications.
Additionally the Government of India has implemented the Unlawful Activities Prevention Act, 1967 which grants powers to the Ministry of Home Affairs to prevent, monitor and report suspected and identified unlawful activities. Under this Act, the Government of India has issued the Prevention and Suppression of Terrorism (Implementation of Security Council Resolutions) Order, 2009. Pursuant to this Order, the Ministry of Home Affairs has notified a list of individuals, groups and organisations which are being suspected of or can be classified as terrorist organisations. This list is publicly available and is updated from time to time.
Do Indian citizens and entities need to comply with the international sanctions
Within the territory of India, the only sanctions which need to be complied with are the ones which have been imposed by the United Nations. No dealing is permitted with the individuals or terrorist organisations who gave been notified by the Ministry of Home Affairs.
However, when an Indian person/ entity has dealings outside the territory of India, it would also need to voluntarily comply with the sanctions imposed by the said country. Non-compliance may lead to serious repercussions including loss of access to financial services, legal action and damage of reputation.
